Rationale
We are amending the Association By-Laws with the following goals:
- Clarify the provisions for membership, particularly the requirement of property ownerships, payment of membership fees, registration with the Association, and assignment of voting rights
- Shift the definition of rates of association dues to a schedule of fees, allowing the Association to change rates without needing to amend by-laws
- Add provisions for modernized GA attendance and voting methods such as online messaging and electronic voting
- Add provision for the Association to impose liens on the properties of delinquent homeowners
- Align certain provisions with the IRR of the Magna Carta for HOs and HOAs, particularly on provisions for Grievance committee composition
- Make it easy for future elections to succeed by reducing the number of Board members from 11 to 7
- Correct minor issues in formatting, grammar, and mechanics
